We've already been there. The Russsian said it causes an air leak.
Air leaks make the AFR leaner and therefore potentially more economical.
The original idea is fairly sound, unfortunately simple devices don't make money and are easily copied, so the sales & marketing dept. got hold of it and hired the type of people who write articles for car magazines and completely filled the whole thing up with BS, just like in car magazines. Magnets have no effect on fuel and fuel doesn't ionise until the spark plug fires.
In the link provided, whoever wrote it has no idea how a carburettor works, only the idle circuit is adjustable and that only alters the AFR at idle, it has no effect on the main fuel AFR. To adjust that, depending on the type of carb, jets need to be changed.
At WOT, of course it won't have an effect. You don't want it to change AFR then because you need it richer for full load.
Cruising speed is when the majority of fuel gets used.
