Trouble with this is there is nothing to stop someone giving a false name and saying they have no licence on them. The Courts will then chase the person whose name was given and it is up to that person to prove their innocence. The Police will not investigate the owner of the car that was being driven at the time as they cannot prove the identity of the person who gave the false details!.

This has happened to me recently, I am still sorting it with the Police (no response) and the Courts (unhelpful).
