they've change the lane, my dad was waiting to turn right, the truck just toke him head on and ask why was he in the lane of incoming traffic, than after the police came they realise those road marker forgot to clear the road marking after they decided to cancel the turning lane. LOL

Santa - I would say that due to the markings being there, when they shouldn't they will probably just put it down as an "accident" with neither party being in the wrong, have seen this happen before

looks like a blacked out arrow lane to me. Just my opinion, but if I saw the blacked out arrow lane, I would assume it is not actually a lane.
was it raining however? that can make it harder to identify, but dosent look like he was on correct side of road to me.

but on the last photo it looks like it has a medium strip opening up for a turn, so I could see how that could be confusing

Between the driver and the council?? The driver and the roading departent?? Or the council and the roading department?? I would imagine the the council would have folowed all the bits and pieces it had to do, notice in paper etc. And that the roading dept probably only did as much as they had to do as well. Typical government agency slackness really.

On a side note how was the crane??

However if he wasn't moving then the crane driver will be in the wrong. Very hard to be at fault if you are parked on the medium strip not moving or parked anywhere not moving actually. Apart from obviously yellow lines or facing the wrong way. I'm pretty sure you are in fact allowed to use the medium strip to turn right from.

doesnt appear in the mid, because the car got pushed away by the crane.

police admit it was the road marker's fault so no one was charged.

although agree if car was stopped it is the crane drivers responsibility to avoid collision(past experience)
