Stolen vechicle checks

I saw a vehicle yesterday that was being traded and looked rather dodgy, so I figured that in this day and age it would be possible to run the chassis number/VIN and find out if it had been registered as stolen.
After an interweb search it seems that weather or not a car is registerd as stolen is information that you have to pay for. There are a few providers of this information in NZ and all charge for it.

WTF?
I thought free checking should be something that is encouraged rather than discouraged.

Anyone know of a free and easy way?

I havent found a free one yet but use www.carfax.co.nz . Alot of the free info is actually alright but I usually just buy a report depending on how much im buying the car for

We saw a white EVO get pulled over by the cops last night, Figured out why in about 2 seconds, He had no plate on the rear, Funnily enough I saw him again today driving around with no plate, Obviously people don't learn :roll:

Or the plates had been stolen for someone to use on there car to get gas for free or something. Bit of that going on at the moment i hear. Could just be some dodgy wellington thing of course
