Finding the owner of a no-longer-used P plate

so theres a plate id like to get, someone has owned in in the past, but hasnt been on a car in about 9 years according to carjam. is there any way to find out who has it, so that i may wave cash in their face?

Could try plates.co.nz there is an ownership form you fill out when you buy them.
