Compliance?

Postby TRD_ZERO » Sun Oct 21, 2007 5:06 pm

Im wanting to know does a car get automatically deregesterd or do you have to sign a form saying you want it to be dereged? If it has been dereged what are the steps and costs of getting it regestered. All info and experiences appreciated.

If the vehicle is unlicensed for more than 12 months, its registration will be cancelled by the registar, automatically.

If your vehicle isn’t registered, but:

has been registered in New Zealand before, and
hasn’t been structurally damaged or deteriorated, and
hasn’t been modified,
then you can follow these five steps to reregister it.

Step 1
Take the vehicle to a Transport Service Delivery (TSD) agent with proof that it has been previously registered in New Zealand and that you’re the person entitled to reregister the vehicle.

The proof of previous registration can be old registration papers or documentation that verifies the vehicle’s VIN or chassis number. For instance, registration plates and a warrant of fitness checksheet, or registration plates and insurance policy documents that show the VIN or chassis number.

The TSD agent will need to be satisfied that these documents demonstrate that the vehicle, when originally registered, was designed and constructed according to the requirements applying at that time. For example, vehicles manufactured before 1991 don’t need to meet as many vehicle standards.

Step 2
The TSD agent will inspect the vehicle, attach a VIN to it if necessary, and issue a Record of Certification for compliance with registration requirements. The TSD agent will charge a fee for the vehicle inspection and certification. Information about the vehicle will be added to the Motor Vehicle Register.

Step 3
The vehicle will qualify for a warrant of fitness from the date it passes the TSD agent’s inspection.

Step 4
The TSD agent can reregister and license the vehicle for you so that you can legally drive it on the road. The reregistration and licensing fee includes the cost of the new registration plates and the necessary licence labels. The vehicle can be reregistered immediately by the TSD agent or within the period for which the Record of Certification is valid.

Step 5
Your vehicle may be driven on the road when it has its new registration plates, licence label, warrant of fitness label and (if applicable) RUC licence attached.

Note: Until the reregistration and relicensing process is complete, a vehicle can’t be driven on the road: it must be towed or transported by another means.

The process may be more complicated and costly if the vehicle has been structurally damaged, deteriorated or modified in a way which could affect its safety performance, and the TSD agent refers it to a specialist certifier.

If the vehicle has been damaged and repaired, damaged or the reason for its dereg was due to damage (insurance writeoff) or is an import that has a damage flag on its dereg inspection sheet, then it will need to go to a certified repairer to have the repairs signed off or the damage signed as not requiring repairs.
This process can be arranged by your compliance center, they normally have arrangements set up with a repair certifier, costs around $200 up to get done depending on what they are checking.

Real life example 1: Imported a 96 Celica for my nephew (who's mother then turned around and said he couldn't have a boy racer car, ggrrrr, if anyone is looking for a car btw) Car has a minor dent on bottom of left rear guard which got flagged. Off to the repair certifier who said it was minor, not needing repair, cost $245 +gst. Back to compliance center for a vin and wof.
Real life example 2: Picked up a 96 Curren, insurance write off, dereged for Frontal damage. Checked in with the compliance center and showed them the car had no structural damage, just needing replacement bonnet and headlights and bumper repairs, used some parts I had to repair, due to no structural repairs, repair cert not needed, just compliance check, new vin and wof, cost $300.

the other thing to keep in mind is that it dosnt always get de-reged immediately...

so if your looking at a car thats has 'just' gone over its 12 months then do a check, just dont tell the seller lol.

one of my old cars had its rego lapsed for nearly 14 months, and it was still live, so i did a change of ownership into my gf's name, and stuck it on hold. sorted. apart from my bill for back rego that then came in the post :?

I am not exactly sure, but I think the MAF check they write down anything they find. 2 places I have got cars from listed both an LTSA inspection and MAF, it is it must be either of those.
If you buy from overseas try and get the MAF done before the car gets shipped. Easy if from Japan, don't know about other countries

yeah it is. 21 WORKING DAYS. i just did a bit of investigtaing for my car bu decided its tomuch effort and way too expensive just all the little costs like they base the first rego after vinning on CC rating so for my car being 2500cc was gonna be like $280 just for 6 months reg etc etc etc was gonna cost about $1100 to get all legal assuming no repairs needed to be made, too much for a too much for a drift car in my book 8)

It is best if you already have the car to take it to the compliance center or organise a visit to inspect the car.
These guys are genuinely interested in helping you and will give you good advice. They wont have a problem in checking your car and paperwork for you to let you know if it is worth your while to proceed. At least that is my experience. I use the AA compliance center in Penrose, they have another on the Shore.
Real life example 3: I have another car that got a punch in the nose. 1 of the inspectors was going to be in my area so I asked him to swing by for a look. No problem, he dropped in had a quick look and told me what would be needed to pass inspection. As long as you are civil and don't muck them around or try to do something dodgy they are a great help.

Sorry to dig up an old post,

I'm wanting to know to what level body repairs need to be carried out to, for re-registration of a previously registered car.

How strict are certifying agents? I'm aware they take the car apart to check a lot of things, but would they pick up any bogged areas and demand a repair cert for them? We can get the car looking pretty straight with bog and paint, but there are all the little things like little dents in the bottom of the floor, around chassis rails etc.

And before someone says it, yes its' worth it, this car is a Toyota of which there are only a handful of in the country. Its' also a '78, does this make it come under classic car status?

Cheers, any advice would be much appreciated.

my mate is trying to re reg his 323 wagon. it was previously registered and lo volume certed for engine conversion seats aftermarket bumper wheels everything. then he went to re reg it, they are demanding a repair cert for a previous a pillar repair which was done before we got the car, we didnt even notice anything different about it. thent he people doin the repar cert got shitty about the holes cut in the front of the car for the front mount(which it was certed for) and did a whole bunch of front end work aswell to get the repair cert. $1800 later, the car is juuuuust about ready to go for another re reg check, well out of its 21 days limit lol. shit loads of hassle, i wont be buyin a deregd car myself

as its been previously registered in new zealand, it will classify for the 'classic' status which means it will recieve a less thorough inspection that a fresh import, or a newer car that has been previously registered.

essentially the 'classic' check is a thorough WOF, they dont strip out any of the interior to check for structural damage, however if anything is noticed during the course of the inspection it will be flagged as appropriate.

depending on where you take it, in most cases minor dents are not going to be a problem - they are concerned with structural damage. in my experience you are better off taking the car 'as is' for the inspection, as doing repairs beforehand can raise suspicion re: what are you trying to hide. and this way you dont have to pay for the first repair, then pay to have it stripped down again, and repaired to their certification standard.

Hopefully it isn't one of the dodgy RX323's with no apparent genuine registration history. Seriously wouldn't believe how many times RX323's crop up with three or four different apparent identities, or none at all.

Seriously WTF as to how often it seems to be that way.
