on the bzr (or bzg facelift) headlights, when on low beam is the outside bulb on(h7), then on high beam is it both or just the inside bulb? (hb3)

Both will be on.

Pretty sure it's illegial for the outside light not to be lit when any headlights are on as to give an indication of width.
Thats why low beam is always outside.
