supra accelerator stopper

My mate has just purchased a 1994 toyota supra 3L non turbo and today we found a little black plastic box limiting the accelerator form moving about a inch to a inch and a half does any one know y its there and is it worth removing ?

just get 2 people...
one sits in the driver seat and puts foot to the floor, while the other person is under the bonnet, checking if throttle plate is wide open..

if throttle is NOT wide open.. id just take out that box, and fit another stopper, the correct length.
