certification query

i know there are a lot of these and everyone gets sent to the LTSA website but I've looked around there but can't find anything.

is it possible to get a cert for modified xmember mounts etc without the engine bolted in or running etc??

I've seen plenty of "rolling bodies" certified for blah blah engine. have these people set everything up, got certs then removed everything or what??

reason I'm asking is I've been failed for the engine not running properly, and the people who do my wofs said a certifier should not fail a vehicle based on the performance of the engine.

Wouldnt it be easier to get the motor running properly, than removing it? :? I doubt you could get a cert without a motor because thats the whole point of a cert-making sure its held in well. If you catch my drift..... :)

The car has to pass a road test if it is being certified for road use. So of course it has to be running.
People who have it certed for x motor would have had that motor in it running for it to pass cert.
