What pads have you tried?
Bendix Metal Kings are a good start (from Repco or BNT). They're not too pricey, have consistent quality, not too hard on rotors, a good heat range, not bad pedal feel. Depends on how you drive though. Some people drive bloody quick, never touch the brakes. Some drive quick, and hammer the brakes.
If they turn out to be not enough, step up to the Bendix Ultimate. Bit more wooden in feel, chew the discs a little harder (especially if they're not brough up to temp, i.e. pootling round town), and a bit dustier on the discs. They're also not too expensive, and have consistent quality.
Discs are cheap, throw some new ones on. Try and get either Brembo or DBA branded rotors (or factory Toyota are an excellent choice). Also, replace the fluid with DOT5.1 (not DOT 5 silicon, and ensure your caliper slides are greased with a suitable grease (available from BNT or Repco).
That should see you well right. If not, there are more expensive options to look at. But frankly, in my experience it's rare that the above doesn't sort out most people.
