1975 ke35 hazard light wiring

the hazard/warning lights on my sr coupe aren't working and I don't know why.
I have found a brown cylinder-type thing on the right beside the accellerator pedal which has "hazard indicators" or something written on it (can't remember exactly what it says) and it has two wires going to the spade terminals on it.

is this what controls the hazard lights? if so, is there any way I can test it to see if it is faulty? should there be voltage pulsing on one of the terminals or something?

any advice would be helpful.

ps; as a side note - do you need hazard lights for a WOF?
