Vaccuum hose on fuel rail?

Okay on the end of the fuel rail on cars I've seen, there's always a small rubber hose that goes up to the throttle body.

Someone told me that it uses vaccuum to lower the fuel pressure in the rail when there's vaccuum in the manifold. So you still get a good injector duty cycle, without spraying too much fuel in at low rpms/throttle position.

However for my engine going into the Carina, I need to adapt the standard throttle body to a non standard intake manifold. So I've had a fairly good look at the throttle body arrangement.

It turns out, that the 'vaccum' hose that leads to the fuel rail, is before the throttle plate. :?
eg. No vaccuum.

Since it isnt using vaccum for anything, what is it for?
Since my throttle body is now at the opposite end of the engine, it's a bit clumsy running this line to the throttle body. I was thinking that if it is merely for vaccuum, I could tap a line into the plenum for it. However this doesnt appear to be the case?

Can someone please enlighten me!
Did I see things wrong, and it actually draws vaccuum?

Also, a slightly OT question.
What is the charcoal cannister for? I know that it's got a vaccuum line going to the intake manifold, but what does it do?
It's got two other lines coming to/from it.
I've heard that it sucks fumes out of the gas tank for some reason. (?)
I'd assume that the fumes get filtered through the cannister, and then fed into the intake manifold for some reason...
Which would mean that the two other lines lead to and from the gas tank, is this correct?

canaster removes gases yes 2 lines to fuel tank 1 to air/intake depending on things & one after the trhotle body so vacume @ idle

the second bit are u asking were that vac line goes????

if so its after throtle body vac on idle postive/netural on W.O.T

yea the vacuum line on the fuel rail controls the feul pressure regulator. it just keeps the differential pressure between fuel press and manifold press constant. otherwise your injectors would deliver different amounts of fuel due to increased or decreased press. that vacuum line just needs to be connected to the manifold anwhere after the throttle body.

the charcoal canister stores evaporated fuel from the fuel tank to be fed into the intake under high vacuum conditions. its just for emmissions controls which in new zealand arent very tight. you dont need it conected but if you do it usually goes to a little pipe that comes out just before/on the throttle plate

Hey - is there a valve servo relay thing in line with the fuel pressure regulator?
If so then it is there to (at certain times, WOT high rpm maybe) give atmospheric pressure to the regulator to bump up the pressure a tiny bit.
I did find a refence to this on a toyota tech training website. I have one on my gen 3 3sge and it puzzled me too.

A VSV inline to the pressure regulator,

It's there to prevent vacuum onto the reg for Hot Engine cranking to prevent Vapourlock in the feul rail according to the toyota book I have.
