Civic CEL question

I know its not really toyota related....

But my mum has a 2002 Civic. 1500 sohc vtec (d15b?). Anyway the CEL has been coming on randomly, but will turn off after a bit. Am i able to check codes somehow, or do i need a obdII scanner or something? She went to honda wairau road but they were absolutely useless, said they would have a look on the 21st of april!! The car was bought from there, and gets serviced there (not anymore!) If i cant do it, can anyone recommend somewhere that actually cares about their customers on the shore.

Bump. Engine is a D15Y4. Light is an Malfunction indicator light according to owners manual and has something to do with emissions. Recommendations on a good mechanic would be great. I dont know honda's
