fuel pump q

having some trouble with my fuel pump

ive got it hard wired to the battery at the moment and when i turn the pump on its sweet, but once i try to start the car the pump will start clicking and stop pumping, even after i stop trying to start the car it will keep clicking and turning the pump on and off has no effect for a while

is this a faulty fuel pump or just not enough juice from the battery?
