Actuator sticking on Downpipe?

Hey all, just wanting to confirm symptoms of internal wastegates sticking on cheap downpipes, is it the inability to reach full boost? first time flooring it I got 10psi (set for 16) and the next time I got 8.

Before Installing it, it looked like the flange protruded a bit far compared to my aussie Exhausts one so would be an easy fix if thats the case.

It can be seen where the gasket had been sitting, all that area had to be
ground off
