power surging depending on fuel level

so if it has 1/3 of a tank and i give it half throttle it will surge really bad but with 2/3s of a tank its fine untill you go up hill. if it has 1/4 ish its totally crap. In my camry. I havnt done any playing around with it. I assume its not air or eletrical becasuse it depends on fuel level. New fuel filter aswell. I can only assume its something intank thats the problem like pump or pick up.

Pump been replaced recently?
Measure it to make sure that it reaches all the way to the bottom.
Loosen the cap to let in some air next time it happens to check it'snot a venting problem.
Tank dented or been replaced with a non-EFI unbaffled tank?

yeah ill probably have to do this. Car used to be fine. Will still surge everynow and then on a full tank under throttle
