Shock absorber dampening rates

Hi guys I have a set of near new munroe gt shocks at home ready to go into my car but pressing shock in i found that one side has a different dampening rate than the other side. Is this common place in fwd vehicles?

Was shock upside down previously?
You can't really determine damping rate by hand.
