its gotta be an intake leak, exhaust blockage or a turbo/wastegate issue, surely...

Take off the exhaust from downpipe back, see if it makes more boost. Remove check and refit ALL intake, see if there are any cracks in joiners etc. Whilst intake and echaust are off, check turbo wheels for damage, and wastegate for operation.

FIXED!! :D

Catalyc converter was blocked up, have now ditched it completly. Replaced it with a strait pipe. Boosts a much healthier 10psi now

Well yea if its suppose to be running 17psi then I guess something is still up with it. :(

She bought it privately from a guy in wellington, wasnt there when she got it.
