spring rates

Can someone clear this up for me regarding spring rates how do they work being converted from imperial to metric for example .

400lb (7kg) front, 500/550lb (9-10kg)

My guess is lb is per inch and kg is per mm

400lb = 7kg * 25.4(mm) * 2.2 (kg into lb) = 391
550lb = 10kg * 25.4(mm) * 2.2 (kg into lb) = 558

Close, so could be right, could be completely wrong.
