Thats not how a voltage drop test works, google how it does, you can figure out your actual loss and where from a bad earth or insufficient power feed. I'm just suggesting he diagnose the problem correctly given thats its not a hard test to perform in order to be sure and a good test to wrap your head around for future use.
The maximum voltage drop for a starter motor would be 0.6volts.
