Why's my PCV Valve like this?

Does any one know why my PVC valve from a 4age blacktop has been drilled out? It was hooked up to an oil overflow bottle.

Less restriction for oil vapour to go to over flow?
Does the new one have a check valve in it? Maybe the original one was removed?

it would have been an attempt to lower the air velocity to reduce the amount of oil carried over to the oil catch can.
