3SGE celica fans not working

Hey guys I just picked up a 94 3sge celica and turns out the radiator and a/c fans arent working and I didnt know this until the other day sitting in traffic. Have tested for power at the connector to the fans no power there. Also took the plug off for the sensor on the bottom of the radiator and tried bridging the terminals but that didnt work either. Also took relays out today and there was no power to any pins there either have checked all fuses and none appear to be broken. Fans work as I have hard wired them to the "ON" of the ignition so it runs all the time and doesnt overheat however this isnt ideal. Any help would be greatly appreciated
