yeah I certed one last week..

most certifiers will be around the $500 mark! the cert its self costs a lot..

I still think that the cert laws are a big money grab really.

If it were me, start with the bottom end. Deside what rods/pistons (stock, modified stock or aftermarket forged) as this will determine how high the engine will rev reliably. At that time, rings, berrings, oil pump can be done too.

The head can be lifted and the correct cam/head work done to lift the performance later.
