Definitely sounds like a case of trying to sell products rather than helping the customer enhance their car.
+1 for pointing that what they have fitted is not working and they need to remedy it. And Imo going to 15s would be the way to go.

you need a +35 offset on the rear of the ae92 and ae82 hence why they have put spacers on , cause they are muppets trying to sell you something that doesnt work just to get the sale rather then finding the right wheels , which are hard to get in most styles 
sounds like your shocks are completely screwed , would be a good idea to change them but i would advise getting someone else to do the work , which part of welly are you in ?
