Black Top 25% More Powerful?

My brother in law broke his silvertop in his ceres thingy. They could only find a blacktop in a crashed ae111 levin. They checked with insurance first then with LTNZ and they both only had the 4age listed as a 1600 engine no matter what year of levin or corolla, even from the 80's. They didn't care if the Blacktop had more power or not, it was simply listed as a 1600 toyota engine-in their eyes it was exactly what was taken out of the car and exactly what was put back in.
