engine cover underneath motor

you know those plastic [fibreglass?] covers that are bolted underneath your engine. The cover under my passenger side front wheel is loose, and it scraps against my wheel when i turn corners [eg roundabout] and is very loud and annoying.

1. What is the purpose of these covers.
2. can i do without
3. if not can i do a DIY and fix it

1: to keep dirt, water & general crap out of the engine bay & to keep stones from flicking into any belts that may be there.

2: Yes, but refer "stones & belts" part of A1

3: Cable Ties!
