Funny engine light?

Sometimes when starting my car the engine light would stay on (even tho the car starts normally).
Then I would jst turn the car off , and turn it on again and the light would be gone and everything would be fine.

I tried getting error codes from the diagnostics box and the engine light didnt even come on (ie: didnt flash any codes , and didnt flash the normal operation blink)
Im sure Ive gone thru proper procedure to check the codes cuz Ive done it to my car before.

Also when I turn the key to ON (jst before START) , the lights light up execpt for the engine light.

Does anyone have any ideas as to what maybe happening?
Could it be a screwy engine light or something???
