Must be the early model Mk II. It seems the earlier models (L type) would do that whereas the later (P type) would allow you to set the height where you wanted.

You could ask Libby; she is on toyperformance.org.nz as Toy VIP. I think she may have had some success but I could be wrong.....

you modify the pivot arm. not too big a job really if you have some minimal workshop skills (or better than)
The adjuster thing you used is genarally for opening the lights when there is no power connected or opening if unit has failed but you still need lights to drive.
Cant believe im still a member here.

however you still need them to be full up when they are on.

mine is 81 L type, so i think that should be swt for some modz maybe. just saw some video from japan that pople just add some switch into the main fuse box ,then they can adjust the hight of the headlights. i also had check this option, but just got no clues.rekon they probably use the different stuff. anyway, i will keep finding some sources..

a real rangi way to is to interupted the signal to the motors, put ur lights up, and as they come down you flick the switch where u want them to stop, also i know most celicas you flick the stalk back to park lights and this stops the lights halfway, Your looking for the sleepy eye effect i take it.
I had vtax :(
