If you mean its hesitating off idle when you take off at the lights, it sounds like a prob with your accelerator pump n/w. Or do you mean its more when the secondaries are opening?, are they mechanical or vacuum on those?

I used to mess with Nikki 4 barrels on Rotarys, and convert them to from vac to mech. It used to have a big flatspot when the secs come in because it had no sec acc pump like holley double pumpers..so it may be a prob in that area.

Basically throw a kit at it and try that...

you say they never worked, did you converted it to mech sec from vacuum ?or are they factory mechanically opened?.

because if you have you will get a lean spot when they open. you wont get the prob when its vacuum because the servo opens them slow.

Im not to sure if you can, for example on Holley carbs, they have secondary accelerator pumps (ie Double Pumper) to start enrichening the secs when the butterflys begin to open.
That prevents it leaning out and bogging. Have you checked to see if its got fuel out the discharge tube?

It sounds like your secondary is opening to early, adjust linkage for later opening.
If it was opening to late you would feel the engine power just drop off, no lag, then pick up again

what you may find though if you adjust them to open later you may not get them to open fully.

good point though and worth a look....
