4WS steering problems - p/s pump over pressured?

ST183 Celica 4WS.

The 4WS light is on, and when I looked at the power steering fluid reservoir the fluid was flowing around inside like it is under pressure.

Now my thoughts on this have been that the lines running to the 4WS controller at the rear are blocked. This could be causing a stoppage of fluid going to the back thus all pressure being pushed through the front half of the system, this extra pressure would be causing the stirring in the reservoir that I am seeing. Now it does this from fresh cold key start to long running to long run restart. Am I possibly correct in my diagnosis? If so, how would I find exactly where the blockage is and how do I remove it. Obviously I don't want the blockage moving to a controlling cylinder or anything and seizing that.

that is normal
the fluid gets pumped around the systewm, thats how it works

and the rear steering is self contained in the bacl, it does not use fluid from the front. its electric.
