1UZ-FE Cambelt Change

Just reading the workshop manual and I am not sure on couple of things:

1) Why do u need to remove the camshaft timing pulleys???
2) Why do u need to remove the crankshaft timing pulley (not the harmonic balancer/crank pulley but the pulley (gear) behind the harmonic balancer???
