Im wanting to put some Phat as rims on my starlet but am not sure what offset i need to fit.
Am wanting to put on 16x7 inch mags

0 or lower will do the trick 
Looks wise anyway.
Higher offsets than 0 will fit, but it will depend on many things such as tyre size and ride height.
Seeing as didn't provide any information, just try some. No one can tell you what will fit with the info you've provided.
