key goes in and doesnt turn. i have taken the covers of but theres 2 bolts with no heads on. what to do with these?

they clamp the barrel to a bracket holding it around the steering collum

Use a hammer and centre punch to tap them round, or if you like lots of extra work, cut a slot across the head and use a big flat blade screwdriver.

I just used a grinder to put slots it, easy as.
