A blown bulb will not stop the alarm going off. The alarm is wired to the switch that activates the light, no through the light.
Quite often in boots the latch / switch gets all gummed up with crap and won't function. Try spaying out the latch with CRC or similar. Quite often a new switch is needed though. You may have to pay the installer for his time to investigate this further.
