at least in (victoria at least) australia the cops are strict, but the roads are built properly, you can get places on time without speeding.
and they have a graduated licensing scheme.
learners licences (16 to 18) you can't drive without fully licensed driver at any time.
when you turn 18 you can get your P-Plates (auto) or (manual)
P-plates are displayed on the car, you have your pplates for 3 years.
while on your pplates you are not allowed to drive a car over a certain power to weight ration or displacement to weight ratio, without a written exemption on your licence (such as you drive your parents car and its an XR8 or something)
while on your p-plates you must at all times have a 0 BAC (blood alcohol count)
when you get your full licence it must always be below 0.05 BAC and if you blow the breathylizer you are taken straight into the "booze bus" and you are taken for a blood test.
you can't drive around in Victoria on a Friday or saturday night, or any night where there is a big boosing celebration on, without seeing about 5 booze buses, in all sorts of locations.
they perform over 10 million breath tests a year in victoria, and only have a population of 6.4 million.
they now have one of the lowest fatality per 10,000 people in population in the world,
in real terms (not statistically actual numbers) more people in new zealand die each year in road fatalities than in victoria which has twice the population.
so I think the police over there are doing a fairly well implemented job.
but to be fair, the aussie government "Educated", "Engineered"-(built decent roads), then Enforced.
