pay a little bit more and get an AE92, then you wont have to worry about replacing every rusted panel like on an AE82,

And if you find a smallport redtop you will = win!!

Is my money (little) better spent on a ae92 although a bit more expensive.

If you can find something rear drive cheap get it, the problem with turboing stuff that wasn't originally is that you need to change puters and all sorts of other things - not cheap, even cams you will need to do that.
Best bet is find something old enough that it's not injected, learn club level racing in that and you can get a bit of power reasonably cheaply in the context of things then maybe once you've got the bug go out and buy something else like an ae92
