Mag wheel offset

Just curious, does the offset determine how far in/out the wheel will sit on the car? I have seen alot of cars that have the mags quite far out (not past the guards though) and I perfer the wheels to sit in as much as possible.
I'm pretty sure that it is offset that would determine this am I correct?

If I am correct do mag wheels (the common ones) come in a wide range of offsets? or just a few popular ones?
