doubt its jammed on more than likley have something to do with the small plastic vacuum tank or solenoid triggered diaphragm actuator under the inlet manifold that is if its even a problem with tvis at all ?

you could pull the intake manifold off the car and check operation of the
butterflys make sure there still there and someone hasnt removed them
more than likely they would unplug it than pull the butterflys out

has it always been like this or has it just started to happen ?

I'd say the assumption of the tvis stuck on would be correct.
There should be a vacuum hose that goes to a plate in between the intake manifold and the head. See if its attached. If its not the tvis would not open at all.

might as well kill 2 birds with one topic,

i took my manifold/TVIS off and the butterflys are real stiff, they have some carbon, and some oil deposits from the PCV, but do they stiffen up after a while? Are they ment to be stiff, or should they rotate freely when activated manually?

i take that back guys...

i just went out before and spayed CRC on the butterflys and linkages, and worked it back & forth...free it up nicely!!
it was pretty damn stiff tho..

i meen "freely" like when u push butterflys with ure fingers, they move. Mines vaccuum activated im pretty sure, its got a vaccuum diaphram on it and when i suck on the tube, the butterflys shut but when i stop sucking they open nicely, Before they wouldnt even MOVE!! 8O

t-vis uses a small vacuum plenum and a normally closed solenoid to control switching. The default position is for the butterflies to be open. When you turn your car on the ecu opens the solenoid, allowing the vacuum in the small vacuum plenum (which is fed by the intake manifold), to pull a diaphram which has an arm which is connected to the t-vis butterflies and opens them similarly to a throttle butterfly. So, there are a few possibilities. The solenoid could be unplugged or broken. There could be a leak in the lines, the vacuum plenum, or the diaphram. Or, as has been mentioned, they could just be so gunked up and the springs so stiff that they wont open. I would check that the solenoid is plugged in (it's behind the intake manifold), check that the lines are all connected, check the hoses etc for leaks, and then spray some CRC (maybe use a long thin tube to get it down the intake manifold), and if it still doesn't work then try taking the whole manifold off and investigating further.
Having said that the bluetop 4age isn't incredibly torquey at low revs anyway, so they might be working fine
