Shim removal tool for 4age 16v

I'm after a tool for removal/install of shims for a 4age blue top while the cams are installed. I havn't seen any and don't have any idea where to buy one, but I assume they exist. Does anyone know where I could get one?

According to my service manual the tool you want is toyota tool num: 09248-55010(B). It's probably going to cost a fortune :(
