Have you not got intake and exhaust sorted already?

Starlets are reknown for not needing a boost controller to raise the boost to around 12-13psi, all you need is intake and exhaust mods.

The stock turbo wont make anymore power above 13psi so theres not much point going higher than that, so leave the fuel cut there 8)

As Al said, do a pod off turbo with shortened intake tract (dont leave it on passenger firewall) and 2 1/2" exhaust from flexi back with a VR4 intercooler and you should run about 11psi just like that, and on a cold day you'll hit the fuel cut.
Any higher and you'll need to do the fuel system and turbo to maintain reliability in warm weather
