I don' t think any of the Mac OS's, Unix's/Linux's, Window's are that good. But I found a properly spec'd Windows PC with no network connection has a fast enough response time for most things.
I figure if you wait for the machine at ANY point, it's too slow, and therefore not good enough.

My vote goes for Windows because obviously there isn't a spell checker on Mac's ;)

But really, DOS 6.

Speed of a CPU isn't whats important. It's what it can do in a single clock cycle ;)
Of course, if you're talking games that use say, MMX, 3D-NOW! etc etc, then CPU speed will be a more contributing factor, except for the other fact that vid cards take the load for floating point calculations etc!
