Switching cams isn't what I'd call "opening the engine up", so thats not an issue, and the net is filled with articles on internally stock (bar cams) 2JZ's putting out big numbers.
My vote - Don't stuff around with the ute idea. Find yourself an already built chassis, minue engine and box, and use that. You might even get lucky and find a ute built for the purpose up for sale. That way you get the benefits of a car which has already had teething issues sorted, and you're likely to get it for around 1/3 of the actual build cost.
Our drag car here at work has so far cost approx $40K, and its aiming for an 8 next time it goes out. And thats a dirty horrible 20B, I'd say the 2JZ would be about the same to pull numbers out of. Drag racing doesn't have to be ridiculously expensive if you do it intelligently, and have a clear goal from the outset. Not "12's or maybe 9's" - aim for a target, and build the car to achieve it.
Say you coax 600hp out of the engine - which to be honest isn't that extreme an ask for the 2J - and put it into a chassis weighing under 1000kgs, bam - there's your 10 second pass without breaking a sweat. The numbers are easy to work - its just the $$ numbers coming out of your wallet that will hold things back. Talk to as many ACTUAL experts as you can, and if you're genuinely serious then they'll help you out.
