Which point is it rubbing on, inside the wheelarch or the actual guard?
If it is the guard then you might be able to roll its edge. On both my Escort and my Corolla the guard comes down at the wheelarch and then has a flat piece approx 8mm wide going flat into the wheelarch, which caught on the tyre. If you are careful you can use a hammer to gently bend that flat piece up so that it sits flush with the shape of the wheelarch.
If it works then it is a cheap 30 minute solution, so is probably worth trying as a starting point.
We know that four-wheel drive doesn't work in a racing car, and I proved to myself that it doesn't work very well for rallycross. I'm absolutely convinced that it has no future in rallying, either, even if the regulations allowed it. - Roger Clark (rallying legend), circa 1976
