3T turbo

Am rebuilding 3T turbo, found that as rods and cams etc have been sitting a number of months, that they've developed surface rust. Am I able just to scuff it off with a bit of wet and dry, or is there a better way?

Also, does anyone know of an online 2T/3T engine manual? Am after diagrams, head stud/bottom end torque settings etc, as engine is literally in pieces.
