You will be interested to know, that although it's not defined as a "quota" the cheif of police would not deny on national tv that there IS an expected number of tickets to be handed out.
From the police management pov it makes sense, so that they know their staff are actually working, and not just sitting eating donuts all day. From the public's pov, it's an outrage.
