Have a look here i think this is what everyone is asking about, hope everyone put a submission in on it.

Doesnt seem to have anything about cat converters in there & the testing procedure doesnt seem tomention the test from memory.
Ending up with spare parts in assembling things since 1983

couple of interesting points from that link....

29. Who will this affect?
This would apply only to vehicles first registered for use in New Zealand after the new Rule came into effect. It is not considered practical to apply such a requirement retrospectively.


so the current cars registered in nz are not affected by this bill.


37. When are the new standards expected to take effect?
It is proposed that the new emissions standards will take effect on 1 January 2008, subject to government approval.

40. Why are you not tackling the existing in-service fleet?
We will be continuing to review the in-service fleet. This will be a separate project.

We have already introduced the visible smoke check at Warrant of Fitness/Certificate of Fitness inspections.

Under the Road User Rule, it is also illegal for a petrol- or diesel-powered vehicle to emit smoke for ten seconds or more on-road.


so therefore they're still thinking about if they can deal any better with the vehicles already on the road

VEHICLES THAT DO NOT HAVE TO COMPLY

Pre-1990: It is proposed that older vehicles, defined as vehicles manufactured before 1 January 1990, be removed from the requirement to comply with the new standards. These vehicles are limited in number and would often not have been built to any particular emissions standard. Given that diesel vehicles are more solidly constructed than light petrol vehicles, it may be appropriate to consider a longer period for non-compliance by diesel vehicles.


didnt think pre 1996 vehicles could be complied anyway due to frontal impact laws? or is this to cover the rule where if a vehicle is older than 'x' number of years you can bring it in and register it? coz lets not forget, the existing cars that are on the road in nz arent affected by this bill.

Cant you just gut your cat to gain flow then it will pass a visual test but you get the advantages of not haveing a blocked cat.

the "visual" test is already in action.

the lack of cut will be very obvious with the use of testing equipment.


In saying that, most cats over 100000kms are not working well anyway. but they will be able to tell you to replace it.

the local fish and chip shop only offers $5 for cats, maybe i should hunt down this cat man.

Probably test if the cat is gutted with a simple laser thermometer type device anyway. Saves you going through the hassle of emissions test
