thats true, but legally if the car is over 100mm and all the suspension is legit (ie, captive springs etc) you don't need a cert for it anyway.
if suspension / struts is a direct bolt in replacement, you don't need a cert.
it CAN be altered afterwards, but you may find it a hassle if you have a picky wof inspector. I got my car certed, bolted in completely different struts and lowered it another couple of inches so it sat at about 115mm and still got WOFs.
