Technically I guess it would be the Chrysler Turbine Car. They turned at 45,700 rpm. There were 55 built in 1963 to test the viablility of turbine powered automobiles. I'm not sure if you'd consider that a production car or not. As far as more conventional production cars, the Mazda RX-8 with the Wankel Rotary has a 9,000 rpm redline. The 00-03 Honda S-2000 with the VTEC engine also had a 9,000 rpm redline, so I guess it's a tie. Though I'd imagine the Wankel has more rpm potential.
