So aparently the exhaust noise laws have chenged again?

Postby B1NZ » Mon Jun 02, 2008 10:38 am

See article below, I'm sure they are that same as they have been for the last couple of years though?

Even though they keep changing the rules, Why is it that I still see/hear rotary cars and Harley Davidsons driving around with what seems like no mufflering at all?

This has been coming in for ages.

There is new wording that changes the warrant reject from "noticeably or significantly louder" than factory being a fail, to something closer to the noise having to be "less than or similar to" the original exhaust system. Doesn't sound like much, but makes a big difference.

The update in the VIRM is effective from 1st of June.

But if I read it correctly, it creates two levels of compliance? 1 for if it comes into the country at 90db, and a 2nd one of being "similar or less than factory" when getting a warrant.

How do they tell what exhaust was on it when it came into the country?

Or is it if you fail the warrant test you can go get a LVVTA cert as long as its below 90db?

Yeah, it goes dependant on when the vehicle came into the country and so on.

I think all thats gong to happen from this is the cops are going to get more people to get their exhausts checked, and VTNZ will probably be harder on boyracer cars. There will be a lot of cars go through fine with louder exhausts than standard, warrant inspectors know how loud is too loud.

The amendment to the VIRM is available here:
http://www.landtransport.govt.nz/certif ... 1-v3a3.pdf

Basically if its much louder than it would have been standard then its a fail and its up to the owner to get a cert (shown in the link above) to prove otherwise. Once you have the cert you just keep it in your car and can show it at the next warrant so you don't have to go and prove it again. Unless you change the exhaust system. And the cops can still green sticker you if they think its too loud.

The fine change from $250 + 10 demerits to $50 +25 demerit points for having a noisy car including stereo volume is $&#$% horse shit.

Demerits should be for driving that endangers other road users or pedestrians directly, not for being an ignorant $&#$% with a noisy car.

I guess an extreme example of 'endangering' would be having a screamer pipe and boosting full tilt past a flock of young school kids walking to the library or public pool or whatever (ie potentially damaging their hearing).

Why they don't just make an objective db test part of the warrant system is beyond me.

Sure it might cost a bit more, but then there's none of this changing the law every 12 months or so, & gets rid of the 'bad day' factor with the cops arbitrarily deciding your exhaust is too loud.
Surely the cops could use some of the money they get from tickets to buy a testing setup for something like 1 in 5 cop cars, then if they think your cars too loud they can call up & get a car with the proper gear to test you if you disagree with the cop just saying its too loud.

I mean imagine if we had the situation where the cops could just say I think you were driving to fast, here's your ticket for doing 80 in a 50k zone. Even though they just pulled a number out of thin air?

It cant be part of a warrant as the proper testing procedure isn't as easy as you'd think. That an the cost factor as you mentioned. If the prices went up to $100 for a warrant then there would be a lot of people driving around without them

"Even restaurants get complaints about the street noise that disturbs diners."

Yea, I agree with that but the noise that is worst in Christchurch comes from buses not cars. Buses are bloody loud and make an obnoxious noise. Perhaps a fine system based on obnoxiousness rather than loudness would be better?

My old car, I pulled hte CAT out, and it made it loud and droney, I put two Coby 19" in it, and it made it a bit quieter, took some of the drone, then put a big oval muffler on it, and it made it damn near silent.

whats the difference between the grey and red ones?
