When I was trying to get clarity on cert requirements for my car, the local cert guy said ANY mod that increases power needed to be certed,

For me, even that is not clear enough, are they talking torque or HP?
If HP, then I have a 2001 Altezza, which from factory they are meant to be 210HP.
Mine has been dyno'd at 168HP, so I can increase 42HP before I get to the stock reading, hell, I could damn near throw on a low boost turbo*, and as long as I keep it under 252HP, I shouldn't need a cert![]()
